Garden City Radio was originally set up by the Dr. Odili administration on 96.2FM in May 2007. It was later rebranded as a fully automated radio station in June 2011, and re-launched on October 1, of the same year. Fully owned by the Rivers state government, the station was mandated to operate as a wholly commercial enterprise with minimal structural and zero financial support right from inception. Within its first four months of operation, the National Broadcasting Commission (NBC) directed the station to revert to its assigned frequency, which led to the change from 96.2FM to 89.9FM.
